Freeplay Music does exactly this, unfortunately for video blogs/podcasts they are not free (I learned the hard way on this). I'm assuming you're looking for stuff for your videoblog so this wouldn't help you on that, but in case not, there are some instances where you can use them (for free). Read over their terms of use carefully... it can be confusing. Their name is definately misleading!
