You're exactly right. With iDVD, you export as a disc image.

an .iso file on my hard drive.  That initial rendering takes "the
hour" or more that you're talking about... but once you have an .iso
image for a DVD, you can then just copy that image to the DVD itself
without having to render each time... I'm sure Mac must have an
option like this too...
