Its iWeb, the new app in iLife, which allows people to blog photos. It
does video too. Its unclear exactly what useful features this offers,
I get the idea its really ease of use, this may be a good solution for
someone who gets on well with Mac stuff, wants to keep things simple,
has a .mac account etc.

Ive only seen this demo so far, but it looks to me like Apples version
of what a blog is, does not extend to having things like a comments
system! It was bad enoughw ehn APple missed this feature out of its
podcasting support in itunes, but to offer blog solutions without some
core blog features is going to upset some people! They probably
avoided it because for comments etc you really need a database on the
server and/or some more complex serverside code.

In the article they mention video podcasting, so they are being
consistent with that choice of language.

But really what they are calling the 'blog' part is more like old
personal website creation stuff, but I suppose it wil do if people
dont need a comments system. I dont know for 100% sure that there is
no comment system, I just didnt see any evidence that there was when
watching the above overview.
