Premier Element has all sorts of key frame goodness too

I'm no expert, but the stuff I've done with motion, titles, lower 3rds, etc were all in elements

Adobe Premiere is also good, you can use "Motion".
Just highlight the track you want to animate, or click on the image in your monitor, then open your Effect Controls window and you'll see it in there.
You can set keyframes and all that good stuff.
I'm not sure if Elements has this or not though.
