Here is the big picture:

it is a content service whereby consumers are able to discover,
purchase, consume, share, and participate directly with content and
content creators in a rich engaging community atmosphere which
ultimately gives all consumers the opportunity to also be creators 

I am working on taking steps toward building the various pieces of
this service.  The download numbers i'm asking for are to help me
accurately design the content hosting and delivery system for an early
beta of part of the system that will give video bloggers and content
creators free bandwidth and hosting.  I'm currently trying to build
the hardware and hosting backend to make this happen sooner than later.

Thats the big picture.  What it will look like might be slightly
different as we roll out the different peices to get the system into
place.

If I didn't mention it before I work for DivX.  I was the first person
hired when the company started and this was the vision we set forth to
achieve.  We are now in a place where we have the peices to make this
happen.  Now we just need to start putting them together to work
toward our vision.
