They are apples and oranges, or rather tape video tape and videoplayer. One is not better than the other, one (SWF) is required for the other (FLV) to be viewed. FLV is like a video tape, you can't view it by pulling the tape out of the cartride and looking at it. You need a videoplayer to see the magnetic encoding. FLV is a media file, like quicktime .mov or windows media .avi files.
Currently in many browsers and many operating systems there's players already installed to play .mov and .avi files. They're usually the quicktime player and windows media player respectively. There's currently no SWF player that comes with browers or operating systems to play FLV files.
