I just uploaded the 2nd video to my server on www.unitedoffroad.org, & set the MIME settings to "video/mpeg" (m4a extension).
I changed the Blogger.com post to reflect the new location of the 2nd video.
I pinged Feedburner using the Feed URL.
I went to Troubleshootize for the video blog..lo & behold, the enclosure was CREATED for the 2nd video!!
The above seems to imply that Blip.tv has a problem..not Feedburner. Or, is it possible that Feedburner is flaky, & not creating enclosures from Blip.tv files?
Here's a datapoint for Troubleshooting:
I uploaded a big audio file over Ourmedia.org (uploaded to archive.org servers), an audio enclosure was created. A few weeks later, it quit working! Enclosure wasn't being created. I DIDN'T TOUCH ANYTHING.
This sounds possibly like an issue w/Feedburner..it's finicky on where the file resides. I dunno. I'm not a multimeda or server expert, but definitely something weird is going on.
I solved the problem (like how I solved the above problem): I just uploaded the audio file to my server (changed the MIME setting to "audio/mpeg"), & it works.

There are 2 videos there..both are sitting on Blip.tv servers. They both download OK.
However, the problem is with the Feedburner RSS feed. The 1st one is generating an enclosure, but the 2nd one ISN'T:

I just looked at the SmartCast settings, & the only thing I could find was:
"Create podcast enclosures from links to "any rich media file" " "include Media RSS information & add podcast to Yahoo! Search"
I'm thinking of changing the 1st one to "video only"
I could use some help from you Multimedia experts, I'm a little new to this thing..
In the past, there have been some hiccups on Feedburner side (just look at their forums, it's loaded with frustrated users w/complaints).

Why would one blip.tv video "work", & another one "not work"?
There's a forum for Feedburner probs, & man is it loaded with complaints.
I think you're right, it's a Feedburner issue.
But, wait.
I solved the above problem recently, by uploading my videos to my *own* server. THAT, would imply it's a server issue on Blip.tv side. I dunno. Could still be a Feedburner idiosyncrancy, though.
I am looking into the SmarCast settings right now, will report back.
