Definitely not a union thing, but surely customary at any cable or network. For even independent movies, everyone you see on screen has signed a release or is an employee. When "bogies" (unauthorized persons not in the film's employ) get in the shot, it's a "do-over" and the 1st AD is generally rolling his or her eyes.
