Definitely not a union thing, but surely customary at any cable or network. For even independent movies, everyone you see on screen has signed a release or is an employee. When "bogies" (unauthorized persons not in the film's employ) get in the shot, it's a "do-over" and the 1st AD is generally rolling his or her eyes.

<x-tad-smaller> I had to sign a release form after participating in the short</x-tad-smaller>
<x-tad-smaller> interview. They interviewed many other people too. All of them had to</x-tad-smaller>
<x-tad-smaller> sign a release.</x-tad-smaller>

<x-tad-smaller> My interview was never used in the program, but they did end up using</x-tad-smaller>
<x-tad-smaller> other interviews from that day in Union Square. They also told me</x-tad-smaller>
<x-tad-smaller> specifically what the show was, when it would air, and what the topic</x-tad-smaller>
<x-tad-smaller> of the show was to be.</x-tad-smaller>

<x-tad-smaller> Near the area where they were conducting interviews, there were</x-tad-smaller>
<x-tad-smaller> several signs posted publicly that said something about the fact that</x-tad-smaller>
<x-tad-smaller> they were shooting in public and that it was not their responsibility</x-tad-smaller>
<x-tad-smaller> if people in the area were captured in the background of the video.</x-tad-smaller>
<x-tad-smaller> Likely, they had to go through some type of bureaucracy at the city</x-tad-smaller>
<x-tad-smaller> level to grant permission for shooting at that location, had union</x-tad-smaller>
<x-tad-smaller> crews, and had to follow basic rules and regulations like posting the</x-tad-smaller>
<x-tad-smaller> signs and getting release forms from participants.</x-tad-smaller>

<x-tad-smaller> In your case Dierdre, it is unclear what the video was for... some</x-tad-smaller>
<x-tad-smaller> type of mobile video service? It could even be some sort of "pilot"</x-tad-smaller>
<x-tad-smaller> that may never be seen by anyone outside of a few people. It might</x-tad-smaller>
<x-tad-smaller> just be easier to risk getting a ticket/fine by the city than to go</x-tad-smaller>
<x-tad-smaller> through the proper channels and abide by all the rules.</x-tad-smaller>

<x-tad-smaller> The rules might also depend on the type of production (Film,</x-tad-smaller>
<x-tad-smaller> Television, etc), and the size of the production crew.</x-tad-smaller>

<x-tad-smaller> Then again, I've also been interviewed by smaller crews for news</x-tad-smaller>
<x-tad-smaller> segments (usually no more then 3 people: on-camera, behind-camera, and</x-tad-smaller>
<x-tad-smaller> sound), and was never asked to sign a release form in these instances.</x-tad-smaller>
<x-tad-smaller> So perhaps for the purposes of "news gathering" these rules can be</x-tad-smaller>
<x-tad-smaller> waived?</x-tad-smaller>
