Am curious too as to what you mean by "not modify".

Do you worry that political operatives might mash up your videos to
make unflattering derivative works? Oh. I'm guessing it's for an
ongoing case...

I think you may want to have a secure filesharing server like
SpinXpress ( http://spinxpress.com/ ) host the videos, that way, no
one can have access but those who have been invited.
