Yes, this was in 2005.  Since then they've limited the access to one
hour a day for a certain number of days (I think three.)  You first
have to register to get access.  Registration, I think, requires a
local cell phone number that gets an SMS registration message that you
must respond to get access.  

When I was in Rome in Sept., 2006, I looked all around for a free
internet sites that were convenient and found none.  I mentioned this
to my landlord where I was staying, and he said it's a shame that Rome
is far behind what's happening in the U.S. with wi-fi access.  And
things were better in Northern Italy.
