brought up an Accuweather press release, which says they use a company called ICTV, who provide a complete package including a video composer called ActiveVision Composer and another thing called HeadendWare. May not be the tool itself - haven't read any of it in full, but figured this might be your answer. If not, why don't you email the guy at his Blog, flatter him on his cool technology and ask him directly? Wish I'd done this with DivX last week instead of spending hours searching.
