The $20 is the price for the software div pro, wheras I think the $500 dollars refers to the license to distribute div-encoded content that divx sells to commercial users.
I seem to remember vaguely ranting about this stuff, and questioning whether it would affect vloggers, ages ago. I thought I recalled a satisfactory outcome but now I cant remember what it is. Certainly stage6, divx's video hosting service, adds a new dimension.
