+1 that the format looks really cool. :D

I haven't really given working in an aspect ratio like that any
thought, but if I were interested in something like that, I'd shoot it
at a width equal to or greater than 960 and edit in FCP in a timeline
native to the size I shot it in.

I'd then copy all the clips and drop them into a sequence that was
already set up with the 960x310 ratio.  That way, you'd have the whole
frame filled off the bat, and your responsibility would be to apply
your motion settings to each clip to show the proper sections of each
particular clip.

Of course, this assumes you shot the video correctly, understanding
that you'd only be using a thin section of the video you're seeing in
your viewfinder.
