Keep in mind that YouTube has a financial incentive to get poeple to the site as often as possible: ad impressions. I'm not saying it's evil, by the way...someone has to pay the bills for the fun we're all having on the web...but it definitely explains the decision-making that went on at YT corporate HQ when deciding the contest rules.
The more ad impressions they get, the more they can charge for ads. A contest is just another way of selling ads. This is not any different than traditional mass media channels like television, radio and newspapers. Each of these media industries is not in the business of creating good content, first and foremost they are in the business of selling advertising, and whatever content gets people in the doors to consume that advertising, THAT'S what gets green-lighted.
