Blip doesn't have to answer to anything he does as long as he didn't use your service to do something illegal or violate someone elses rights or violate anything else in your TOS. I would point the person to your TOS and aske them to point out specifically what terms his post might have violated. If the post isn't violating any of the TOS, then there really isn't anything you can do or should do about it.
And yes I agree the best response to speech you find offensive is more speech--or in this case no speech, since obviously the whole point of what he's doing is to call attention to himself. The worst thing you can do to him is ignore him. I won't reward that kind of behavior by ingaging him in some kind of a "conversation" about it.
