blip actually makes their process very clear: http://blip.tv/dmca/ They get a DMCA notice to takedown a video. They take it down. The creator can send in a counter-claim, taking full responsibility for the clip. The counter-claim is sent to the complainer...and the video is put back up. If the complainer wants to take it further, they got to get a court order. All in all, blip is taken out of problem of getting sued..and puts the burden on the complainer to prove its copyright is being violated. This makes more sense.
