I am afraid the only way to know is to see the contract she had when she purchased each clip. I am a bit confused though because normally the only reason to purchase clips is to be able to use them for some kind of commercial purpose such as a documentary you plan to distribute. Are you sure she did not just purchase a copy of various news programs? Again normally anyone purchasing clips from those types of organizations would have to have signed a very specific contract detailing rights.
