According to the June 1982 edition of Cinema Canada it was made in 1980. John Kent Harrison was the director. 30 minute short made when he was teaching at Concordia. Production company was KeniCom (or Kentcom) in Cooperation with Concordia University. It's about refuge given to south-east Asians experience of their first few days in Canada. I've googled them all. Searched IMDBPro and Concordia's site but nada. Thanks much.
