Try Novus 1 plastic clean & shine, and Novus 2 fine scratch remover. Actually in the automotive section of amazon.com but works well on DVDs. Probably in your local auto parts store, too.
#1 is good for cleaning, #2 does well with fine scratches; no need for #3, the heavy scratch remover.
