Well in theory Gary it would not be less but more. The current status is that the works are protected.
This could certainly throw a huge monkey wrench into GATT which does mostly but not entirely the same thing. GATT stops at 1923 so it does not force the US to go beyond it's own copyright but did allow tens of thousands of non American films to be retroactively copyrighted It would not effect the "special contents" copyright protecting many otherwise PD silent films as that only protects specific versions and not the work itself.
