For forms, there is a State of Vendor (EVA) vendor process http://www.eva.state.va.us/. If one is not in EVA, then there is another path but I believe it may be costlier and more complicated. Again, please don't quote me on this. The point of it is that we may use a 3rd party to procure an item for us.
