Yes but UCLA, SCMS, and to some degree ALA all believe they can stream
any film they want ( and in the case of SCMS it does not even have to
be a legal copy just any old thing you taped off TV will do) on their
own systems without paying the rights holder. That is what has been a
key factor the decline in educational media sales. As long as an
increasing number of institutions of "higher" learning not only allow,
but encourage wholesale streaming and format changes of copyrighted
works ( full length) independent filmmakers who rely on the
educational community for sales will be run out of business.

I do appreciate some of the pilot programs, but without a radical
change in the attitude of many educational institutions (coming mainly
from professors and administration whose goal is to get whatever they
want when they want it and not have to spend money on it), only  few
programs with outside funding will survive.
