This appears to be the ticket. i stumble across this site in a last ditch 
effort just seconds before Brian's message came in. Sub-titling will be another 
issue.

Well it is clearly one of the 99+% of films made outside the US that were not 
released/sold here which means you have to track down the rights on a 17 year 
old film from Bolivia. I understand you are supposed to help instructors but 
sometimes they do have to accept that not every film in fact not even a 
fraction of the films ever made are going to be available. The thing I would do 
in a case like this is locate the original VARIETY review and try to track down 
any of the companies/individuals listed in production credits. Also keep in 
mind that even if you locate them, material is going to be a huge issue. Here
