You picked a doozy. It was released by Miramax 17 years ago and it seems clear there is no current US rights holder. As usual my best advice would be to check the original Variety review to see if there is any clue on the original producer/sales agent.
I would add that because it is a Cuban film, it can be more complicated. All Cuban films require third party owners since no US company can pay money directly to anyone or any entity in Cuba. To be honest this is not usually a big deal as most films do tend to go through third party sales agents. Obviously somebody or some company owns the rights, but they may be hard to track down No idea why it would be on the website of Criterion Pictures USA unless they had some contracts with Miramax many years ago which I have never heard of.
