Brian, I don't know anything about this title specifically and given that it is major work by a major director there is some hope it could come out on DVD in the future but in general there are going to be tens of thousands of titles released on VHS that are not out on DVD and many out on DVD that were never out on VHS. Foreign films as I have mentioned probably have by far the lowest percentage since most only had 7 to 10 year contracts in the first place.
It is probably going to get worse as some films are skipping DVD completely to go say HULU or Netflix. I wish you luck and this film is more likely to make it than many others.
