With all due respect it looks like a site for sharing illegal films. I can see academics doing that but would be awfully disappointed if libraries did. I can't say for sure as it is "invitation" only but all the info up certainly points that way. I don't think it is a forum as much as place to access the downloads.
Honestly whenever I hear of sites that sell, access or have information on "rare" films my radar goes up. I have yet to find one that merely provides information or copies of legitimate rare films.
