Sadly I think you are out of luck. It has not been released on Blu ray and is basically out of print on DVD in the US. This is basically a neon sign that the rights holder does not have a US distributor. That means you have to track them down and agree to let you show it for a price. This is a pretty valuable film, hardly obscure so I would guess that whoever owns it is holding back for big bucks. Personally I don't think it is worth the time given the small odds of success and considering rights expired in the US a number of years ago. Not everything can be cleared for public showing, in fact the overwhelming majority of non US, non studio films can't be.
I realize it goes against a librarian's psyche but I would tell the student group or prof who is asking to go the research themselves and if they can find the rights holder you will negotiate.
