It is very, very unlikely anyone in the US has these rights. The Cure was
originally distributed by Cowboy which is long out of business as is the
original video distributor, Ringu only really had home video distribution
by Dreamworks 10 years ago and Miramax bought remake rights which might
well prevent any public shows.

This is VERY common with foreign films. Your only option would be to
contact the original Japanese companies which would clearly be a lot of
work and I rather doubt they would agree for a small sum.

I would guess that the overwhelming majority probably over 95% of films
made outside the US are unavailable with PPR and that even includes a
majority that were actually released in the US and released on VHS or DVD.
I would just tell whoever is asking to find something else to show because
I can't see clearing these though you can try.

good luck

VIDEOLIB is intended to encourage the broad and lively discussion of issues
relating to the selection, evaluation, acquisition, bibliographic control,
preservation, and use of current and evolving video formats in libraries and
related institutions. It is hoped that the list will serve as an effective
working tool for video librarians, as well as a channel of communication
between libraries, educational institutions, and video producers and
distributors.
