Jane, That's a difficult question because a reasonable price is subjective and you don't mention if it's 8, 16 or 35mm -- and if you want to preserve the digital image for long term use. (DVD is temporary as you know.)

In New York, fairly inexpensive places are DuArt Labs <http://www.duart.com/> on West 55th Street and Colorlab <http://www.colorlab.com/> who has an office in NYC and does most of their work in Rockville, MD. They both do great work. Rather than a DVD, I would get a best quality digital file. My favorite is a 1080p ProRes (HQ) and work from there. From that, you can make as many DVDs as you want. The cost for a short film would most likely be under $200 for a non-profit. But I would first check up with Jane Sloan on her offer! Rutgers might have very good equipment as well.
