Frozen River is also SPC not Criterion So you contacted SPC and Criterion Picutures USA and they said they would not license them? Honestly not familiar with SPC policy but Criterion USA is certainly always eager to license.
Not sure what the issue is FYI I assume you want rights for a specific time frame ( semester?) because major rights holders never actually sell steaming rights just short term licences.
