I have a feeling many of these were not released in the US and some that
were had contracts that long ago expired. which will make this difficult

I took the easy ones. Esacao Central ( Central Station) is out of print on
DVD though used copies are out there
and it is on Netflix.

Solo Con tu Pareja is out on Criterion lable for around $20. You could
contact Criterion and ask them for contact info of the rights holder

Basically I suspect per above few of these have current ( and maybe never
had) US DVD distribution let alone streaming.
It probably would not take that much work to track down the rights holders
who are likely in many cases be in the country where the film was
made. While you might luck out chances are they would charge a lot for
streaming a film that they don't even have a current US distributor for,

You might have some luck getting legal dvds in the country of origin but
not sure about getting copies with English titles.

Good luck

VIDEOLIB is intended to encourage the broad and lively discussion of issues
relating to the selection, evaluation, acquisition, bibliographic control,
preservation, and use of current and evolving video formats in libraries and
related institutions. It is hoped that the list will serve as an effective
working tool for video librarians, as well as a channel of communication
between libraries, educational institutions, and video producers and
distributors.
