This may not be an ideal solution for you because there is a cost, but
we have been recycling vhs by sending them to GreenDisk. We've
purchased their Technotrash bins, which come with FedEx 'tokens' so
outbound shipping is part of the initial outlay:

Our university does not provide recycling services for VHS, so we had to
explore other solutions.
I am also copying this response to the Video-lib listserv, since
Video-news is intended for content advertising. There may be others
subscribed to Video-lib (who might not be on Video-news) with relevant
experiences to share.
