As one would expect, I solved the problem just after asking for help.  I
still had an obsolete OpenCL header file that I was using previously that
was somehow conflicting with ViennaCL.  After removing said header file (so
there was not other OpenCL headers beyond ViennaCL) the count worked
correctly again.
