I saw on the  vienneacl-dev github repo that the target date for the 1.8.0 
release was sometime in early august.  Is that accurate?

currently this is tied to uBLAS, but we want to get rid of all
Boost-dependencies as soon as possible (i.e. with ViennaCL 1.8.0):
