The maps.xml must go into the viking folder in your *home* folder.
(Not the Programs Files\Viking folder)

I think for windows XP this will be something like this:
c:\Documents and Settings\<username>\.viking\

You'll need to restart Viking too.

Also if you're xml is not quite right, Viking should print out some background 
messages.
Unfortunately for Windows I don't know where these go or how to see them.
