I don't know what format the Ibycus Topo maps come in.

Yes Viking predominately uses online sources.
The latest code (http://viking.git.sourceforge.net/) can use source tiles on 
the local hard disk if they are in the same layout as on the webserver, but 
this is not in any formally released version yet, so you've have to build it 
yourself from the code.

If the  Ibycus Topo maps are individual image files it is possible to use one 
with the GeoRef layer, however this is not straight forward - you have to be in 
UTM mode.
