It comes from the fact that they are separate types in the GPX Specification[1] and many (all?) GPS devices handle each type separately as well. For example when I upload routes to my Garmin Etrex, I can follow the route via a navigation mode; which gives a direction and estimated time of arrival at the next point. This can not be done with Tracks. (Although there is a special 'TracBack' mode to follow a track but it's somewhat different).
