The default is to follow the Desktop system's settings.
Ideally this should work, but with Gnome, KDE, Windows and other desktops
variants (but only trying to get the value via a GTK library) this doesn't
always work too well.
Thus there is a specific override:
Preferences->Toolbar - Icon Style.
(also Icon Size as well)
Hopefully one shouldn't need to mess about with dconf / gconf / rc files
