This is not a bug, but a feature. The name of the highlight is 'Ignore'.
The foreground color highlight 'Ignore' is set to the value of the
background color in nearly all color schemes, which is exactly the
purpose of the highlight 'Ignore'. That is, the bars are not to be seen.

It is debatable whether it's a feature or not: what if I would like to
copy text from the help somewhere else? I can end up in pasting '|'
which I was not expecting. No matter how you see it, you're still hiding
to the user information which is there. Is this good? My answer is "no".
Guess I rather like it, myself.
That said, it is still a bug in console version of vim when bg='dark'.
In that scenario the cursor disappear when it is on the '|' and the user
is completely lost.
Huh? Why is the "user completely lost"? There's no help missing.
Again, it depends on the colorscheme. I use astronaut.vim, and I can
make out the bars (because
my background is navyblue but the bar is black); and that's with the
console version, too.
Personally, I like Vince Negri's conceal method even better -- the bars
could be completely suppressed,
*except* for the line where the cursor is. Better readability, plus no
editing surprises. Sad to say,
conceal isn't in 7.0. Easy to toggle on and off.
