If you didn't want a black foreground colr, then why did you specify a
black foreground color?
This is only an example to reproduce that behavior.
If you want to reset the colors you need to use ":hi clear".
It's not totally logical, but that's how it works.
If it's like that, then it does not work with (all ?) other highlights,
since this behavior doesn't occur with other highlights. Just take
'Statement' or 'Type' instead of 'Title'. Why does 'set bg=dark' reset
'Statement' and 'Type' but not 'Title'?
However, this is a bug, which won't probably occur very often.
