I was suggesting it as an option in 'complete', probably not present
by default.

One completion command to rule them all, is what I'm after :-)
Eg:
foo->ba
ba
At the end of the first line, when editing C, there's no reason I
would want any matches other than members of foo. At the end of the
second line I want to match anything. Doing the most sensible thing
in a given situation is what I propose. A user then only needs to
know one completion command and it will be right most of the time.
