[Bug] make reconfig fails with top-level makefile

Vim version: 7.0.012 (Unix)
Symptom: make reconfig fails "unknown target" with top-level Makefile
Temporary solution: cd to subdir "src" and _then_ issue make reconfig
Proposed permanent solution: add "reconfig" to the list of targets at 
line 30 of the top-level Makefile, which are passed to src/Makefile
