I added the PHP stuff to remove individual tip notes.  The moderators
that can remove tips can now also remove notes.

Obviously there are many more notes than tips and spam may appear for
every tip, not just for the newest one.  Thus it's harder to get rid of,
the moderators have to do more work.  So please be patient while this is
being done.

Automating the moderation is tricky.  And I don't really have time for
it.  Perhaps someone can make a script on his own computer to go through
all the tips to identify the ones where there still appears to be spam.
And then publish the list with links on his website, so that moderators
can quickly jump to them, inspect the text and delete the ones that are
really spam.
