It's a bit delicate because it seems very likely that the person created an account, and made the tip to link to their own personal blog site. They could easily have copy/pasted the short tip if wanted. It seems more likely that the point of the exercise was to get a link. Maybe this is a job for a sysop<g>? Check user contributions; put a sensitive suggestion on talk page. If no good response, delete tip?? It's tricky because we don't want to make an enemy, but IMHO we can't allow this to stand. Search the wiki to see if there is already a tip on your subject. Perhaps you can enhance that tip, instead of posting a new one? How about changing the first point to something like: 1. Check that your tip is suitable for the wiki, and that there is not already a similar tip - see our tip policy. The 'tip policy' would link to http://vim.wikia.com/wiki/Vim_Tips_Wiki:Guidelines which would start with a statement that the content of a tip should be worthwhile; it may link to extra detail, but the tip should be self-sufficient for its main point. Links should be to well-known reference sites, and should avoid personal sites that are likely to change. The statement would cover the "search the wiki" point.
