This tip seem indeed a little bit exagerated as there is only a link to the web
site, and furthermore the tip in itself is not that complex nor long.

I think the best thing would be to have the tip hosted on vim.wikia. However,
there may be copyright issues. Is the author ready to put his tip under the GNU
FDL license ? It seems to me the first thing that can be done is to contact the
author of the tip and see with him.

BTW, I see I'll need to merge a few other comments in order to be consistent
with what is done with other tips.
