I suspect you already thought out all the details of 'title renaming
automation' but here is my idea how it could look like:
When working on a tip I would like to have a possibility to write down
my suggestions (possibly in the tip itself), then the suggestions
could be collected on one page for others to review and then, after
some fixed period, a bot could go through these suggestions and apply
them.
I was thinking that this perhaps could be done similar to how page
deletion pattern now works. Ie, when editing a tip, I could add
templates like: {{SuggestedTitle|A new, cool and funky title}}
which would be then automagically collected on some
SpecialPage:SuggestedTitles for review and bot processing later on.
The page content itself could also be periodically forwarded to the
vim-l mailing list for better visibility.
BTW, I think the problems of changing/creating categories and renaming
titles are related. In both cases the changes: 1) are cumbersome to do
manually 2) would affect other pages 3) would be nice if someone else
reviewed them 4) could be possibly automated.
Perhaps similar solution could be applied to categories as well, with
templates like {{SuggestedCategory|NewCategory}} and/or
{{SuggestedCategoryRename|old=OldCategory|new=NewCategory}}?
