Having a template to mark titles that need review (and their suggested new
value) sounds good. Having a bot that updates all pages related to a title
change will be quite perfect.

Regarding categories renaming, having something alike sounds good as well.

However, regarding a {{NewSuggestedCategory}} template, I don't know if it will
be a little bit cumbersome to use, and just life changing.
"Life changing" as it could help us track the tips that think they could go to a
NonExistantYetButPossibilyPertinent category. If we see enough tips for this
category, them we will just have to have a tool that
- creates the new category
- attaches all the tips that were thinking about using this new category
