The location is not unusual, it is site-wide installation, i.e. everybody user on your system can use vim-latex, without the need of installing it. If you are the sole user of the computer I think it makes sense to install vim-latex locally (as you did in Mandriva), since this is the way the author suggests it, and all the tutorials are written with this configuration in mind. Of course you must remove the Ubuntu package before installing local version. Ubuntu package is ok, if you do not intend to change any vim-latex settings, and use the defaults.
