Have you tried something like...

bash -c 'LC_ALL=C xdvi'

? That is,

let g:Tex_ViewRule_dvi = 'bash -c "LC_ALL=C xdvi \$1" xdvi '

You might have to play around with the quoting, but in principle I think 
it would work... <?>
