I found one workaround for this
1. Using the TTarget command first to set the pdf format as the compile
target format
2. compile
3. though "E492: Not a editor command: ^ITCLevel 1000" and "E492: Not a
editor command: TCLevel 7" will be prompted, at least the file could be
compiled.
